I knew Marshall since 1974 when I first was employed at the SRBC as a planner. Later we worked together when I returned to the Commission after further schooling. Marshall was a proud representative of the engineering profession who used his skill as an engineer and experience as a manager to advance the purposes of the Susquehanna River Basin Compact. I will miss his warm persona and his wise counsel.
